The Jordanian National Commission for Women (JNCW) announces a Technical Director specified in the attached Terms of Reference (ToR). Details for the role: Unit: Technical Teams Position Title: Technical Director Direct Supervisor: (Acting) Secretary General Overall Purpose of the Position: The Technical Director provides strategic leadership and technical oversight across Jordan National Commission for Women (JNCW)'s technical teams. The position ensures integration between policy and legislative work, national strategies and sectoral planning, international commitments, and evidence-generation functions to support the effective delivery of JNCW's mandate. The Director oversees the Policies and Legislation Team, Strategies and Sectoral Planning Team, International Commitments Team, and Evidence, Data and Knowledge Team, and serves as the principal technical advisor to the (Acting) Secretary General on matters related to JNCW’s work and programs on women's empowerment, national priorities, and international commitments. Job Code: To be determined Contract Type: Full-Time, Fixed-Term Duties and Responsibilities 1. Technical Leadership and Strategic Direction: •Lead and oversee JNCW's technical functions and provide strategic direction to ensure the coherent and effective delivery of JNCW's mandate. .Translate institutional priorities and the strategic direction of the (Acting) Secretary General into coordinated technical programs, initiatives, and outputs across JNCW's technical teams. •Advise the (Acting) Secretary General on emerging issues, policy developments, strategic opportunities, and risks affecting women in Jordan. •Provide technical leadership on priority issues related to women's rights, gender equality, public policy, national development priorities, and international commitments. 2. Alignment with the National Strategy for Women (NSW) and Institutional Priorities: •Provide technical leadership and direction for the development, implementation, and periodic review of the NSW, ensuring alignment with JNCW's mandate, national priorities, and relevant international commitments. •Direct and guide the integration of the NSW across JNCW's technical functions, ensuring that technical work plans, initiatives, and outputs are coherently aligned with the strategy's priorities and objectives. •Lead JNCW's technical engagement and coordination with government institutions, national stakeholders, and development partners involved in NSW implementation, in coordination with and as delegated by the (Acting) Secretary General. •Review implementation progress, identify challenges and emerging priorities related to the NSW, and provide recommendations to the (Acting) Secretary General on required institutional actions. •Ensure that evidence, implementation experience, and lessons learned systematically inform the periodic review and continuous improvement of the NSW. 3. Technical Quality Assurance Support: •Oversee the quality of substantive outputs produced by JNCW, including policy papers, legislative reviews, research products, analytical reports, technical submissions, and strategic assessments. •Lead the preparation of strategic analyses, briefing materials, and evidence-based recommendations on issues relevant to JNCW's mandate and national policy agenda. •Provide technical advice and recommendations to support institutional decision-making and the development of JNCW position on key national issues. •Consolidate and synthesize technical inputs generated across JNCW's technical teams to ensure the provision of coherent and evidence-based advice to the (Acting) Secretary General. 4. Planning, Oversight, and Institutional Performance •Oversee annual planning processes across the technical teams and ensure alignment with JNCW's institutional priorities, strategic framework, and approved plans. •Monitor and review the performance of technical teams on a regular basis, and provide direction to address strategic, technical, and operational issues affecting delivery. •Ensure effective collaboration between technical teams and institutional support functions, including the Monitoring, Evaluation and Learning Unit, the Communication Unit, and The Administration and Finance Department. •Promote the use of evidence, monitoring data, evaluation findings, and lessons learned to strengthen institutional effectiveness, adaptive management, and informed decision-making across JNCW. 5. Technical Representation and Partnerships •Represent JNCW in technical meetings, national consultations, inter-ministerial committees, and external forums as delegated by the (Acting) Secretary General, and ensure timely reporting on outcomes and follow-up actions. •Contribute technical inputs to national policy dialogues, coordination mechanisms, consultation processes, and strategic partnerships relevant to JNCW's mandate. •Support the development of technical partnerships and cooperation arrangements that advance JNCW's strategic priorities and institutional objectives. 6. Team Leadership and Capacity Development •Provide leadership, supervision, and guidance to Technical Teams and ensure accountability for results. •Lead performance management and professional development processes for direct reports in accordance with approved institutional procedures. •Build a team culture grounded in collaboration, accountability, knowledge sharing, innovation, and continuous professional improvement. •Ensure compliance with institutional policies, procedures, and quality standards. Key Performance Indicators (KPIs): 1.Percentage of major institutional technical outputs that incorporate documented contributions from two or more technical teams. 2.Percentage of policy recommendations, legislative proposals, or technical submissions that are supported by evidence, research, or analytical products generated by the Evidence, Data and Knowledge Team. 3.Percentage of recommendations arising from international commitments (CEDAW, UPR, Beijing Platform for Action, SDGs, UNSCR 1325, etc.) that are translated into policy, legislative, strategic, or programmatic actions by JNCW's technical teams. 4.Percentage of major technical outputs that demonstrate alignment with the priorities and objectives of the National Strategy for Women. 5.Number of institutional positions, strategic assessments, or technical submissions developed through coordinated inputs from multiple technical teams. 6.Percentage of cross-cutting institutional priorities addressed through coordinated action involving two or more technical teams. 7.Percentage of technical team annual plans that demonstrate clear linkages and contributions to the work of other technical teams. 8.Percentage of strategic issues, policy developments, or emerging priorities that are addressed through integrated technical responses involving multiple technical teams. Qualifications: Education: •University Degree in Women Studies, Gender, Law, Public Policies, International Development, or any related field. • An advanced degree (Master's or equivalent) is strongly preferred. Experience: •Minimum of 12 - 15 years of relevant professional experience in gender studies, public policy, international development, or related fields. •Minimum of 7 years of progressive leadership and management experience. •Experience working with government institutions, international organizations, development partners, and national stakeholders. •Experience leading multidisciplinary teams and coordinating complex technical programs. Knowledge and Skills: •Extensive experience in strategic planning, institutional development, and management of multidisciplinary technical teams. •Deep knowledge of gender issues and women empowerment priorities and relevant international frameworks, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, the Sustainable Development Goals (SDGs), UNSCR 1325, and other relevant international commitments. •Strong understanding of Jordan's legislative, policy, and institutional frameworks related to women's rights and empowerment. •Demonstrated experience in policy analysis, strategic planning, and the preparation of evidence-based policy papers, analytical reports, and technical recommendations. •Strong knowledge of national planning processes, public policy development, and institutional coordination mechanisms. •Experience working with government institutions, international organizations, development partners, donors, academic institutions, and civil society organizations. •Knowledge of monitoring, evaluation, organizational learning, institutional performance management, and quality assurance approaches applicable to technical and policy work. •Strong ability to utilize digital technologies, data systems, and innovative approaches to strengthen institutional effectiveness, efficiency, collaboration, and informed decision-making. •Strong analytical, strategic thinking and problem-solving skills. •Strong negotiation, partnership building, stakeholder engagement, and institutional representation skills. •Ability to coordinate complex technical processes and facilitate collaboration across multiple thematic and institutional areas. •High standards of professional integrity, accountability, confidentiality, and ethical conduct. •Excellent report writing, presentation, and communication skills. •Excellent command of Arabic and English, both written and spoken.
